How do I remove the passenger seat belt panel in 99 Ford Taurus and replace it without damaging the car?

Question: My side seatbelt Voyager will not extend or retract. I pulled on her and pulled out and unsuccessfully tried to push. The bottom belt is not wide enough for anyone to seat belts.

Answer: If the mess even on a jeep
